The daily horrifying news about the barbaric killing of stray dogs in Romania has attained its climax. We are appalled by the atrocities committed against these innocent animals, every single day, by individuals and by officials who decided to break the law for the protection of animal and the European Convention, with impunity.
The European Convention for the Protection of Pet Animals,was signed in 1987 and became effective on May 1, 1992, after at least four countries had ratified it. Adherence to the treaty is open and not limited to member countries of the Council of Europe.Romania has signed in June 23, 2003 , has ratified it August 6, 2004 and was implemented : March 1, 2005

Yet the stray dogs management is to be regulated by a contradictory law, a huge step back by which the sanitary veterinarian authority ANSVSA reintroduces the killing of stray animals.
The project that passed the Senate is backed by all animal organizations.
The decision-making body in this respect is the Chamber of Deputies.
The project approved by the Senate provides that the stray dogs and cats shall be neutered and put up for adoption before they are let back on the streets.
It also stipulates that the puppies and kittens by 5 months of age that cannot survive in the community will remain in the public shelters
YET THE ANSVSA: continues to promote the killing of strays...
Yes, because there are some money involved...write on the paper : euthanised this number of dogs....yet, they are brutally beaten to death, electrocuted...this is FREE...
The national sanitary veterinarian authority is asking that
- the dogs under 1 month of age and those that are not claimed, adopted or returned under protectors' responsibility to be euthanized after 5 days of impounding.
- the large size animals: horses, other equines abandoned or seized to be slaughtered if not adopted or claimed 5 days after their confinement into boarding stables /shelters
And we know how the municipal pounds really are : death camps...( no food nor water for those few days left to live)
And we also know the kind of "euthanasia" done in those pounds...( electrocution, beating to death, injected with water or vinegar in the heart..poisoned or shoot )
And we also know that healthy animals are killed without mercy...
The sanitary veterinarian authority solely agrees on releasing the dogs back on street if a so called 'protector of zone' takes the responsibility in writing to ensure the dogs food, water, medical care. Until sterilization the animals live on the streets on their own, in nobody's official care; why should that be imposed or conditioned afterward? The experience proves that this provision, far from helping the animals, is a door open to abuses on animals and their 'protectors'.
Since 2001, the killing dog pounds of Romania, the atrocities and continuous abuses on stray animals by dogcatchers and authorities have become public knowledge and gained a bad notoriety.
In October 2007, Roberto Bennati, vice-president of the Italian anti-vivisection league called Romania the "black sheep of Europe as regards the animal protection": 'Since eastern countries like Romania entered the European Union, illegal puppy trade has been reaching France, Italy and Germany. It's a phenomenon which is difficult to assess. Some data indicates that more than 10 millions of euros were made in traffic in 2006 alone. We also want to let everybody know, that the basic human rights, as stipulated in The Universal Declaration of Human Rights are constantly violated by many mayors in Romania. Discrimination against animals protectors has become so obvious that these people who try to do good have become a mocked and harassed MINORITY...People are not allowed to have pets in their apartments without the written approval of ALL the tenants from THAT BUILDING...( Municipal orders in Cluj, Arad, Reghin, Targu-Mures...and on and on and on...)
And it is very strange that the College of Veterinarians never revoked the license of any of its veterinarians who where under investigation for the illegal killing of healthy animals...Well, the President himself is a breeder, (Dr.Liviu Harbuz) the Vicepresident is an International judge for Dog show AND vice-president of the Romanian Association of Hunters...no hunter has ever been charged for the torture or killing of strays...NEVER...
And the ANSVSA..of course...their veterinarians kills dogs with impunity....many veterinarians have their own kennels...
It is so very obvious that the adoptions of strays will damage some personal businesses...And the A.Ch.R....where people register their dogs ( regardless of breed or no breed ) is almost totally against strays...no-pure breed dogs are considered PESTS...and many members have called the dog catchers them selves....they HATE the no-pure-breed dogs, yet lots of money go in their coffers from fees paid by ordinary people who have ordinary dogs...and also, many problems with thousands of puppies flooding the pet stores in Western Europe..

How is it possible that the local authorities has banned the Association for the Protection of Animals from the city of ONESTI " PASI IN DOI "to enter the premises of the so-called municipal shelter...??? It is obvious that crimes are covered up....and this attitude is despicable...
I have decided not to visit your country until major changes will be done in the way animals are treated, until the law is fully implemented and all animal abusers are punished for their crimes .
The Prefect of VALCEA ( who is a jurist-lawyer) decided ti "interpret" in his own criminal way, the Law for the protection of animals in Romania, which STIPULATES...No healthy animals will be killed :stray will be spayed/neutered and released in the same territory where they lived before.Now it says :STRAYS = no owner...now Mr.prefect of death came up with the idea that even if the animals are spayed neutered and released they are ABANDONED...so they should be killed...abandoned by WHO??? under the existing Romanian law, strays spayed/neutered and returned on their territory are called Community Dogs...and have a marking on their ear precisely to be recognized by people and Dog Catchers and be left alone...now this criminal wants to break the law "legally through his own interpretation" and kill the dogs.
I have to tell you that the association for the protection of animals in Ramnicul Valcea has asked for centuries for a shelter for the strays...nothing has been done because the authorities DO NOT WANT TO IMPLEMENT THE LAW...and we have the entire meeting at the regional council and city hall of Ramnicul Valcea taped.

That means the responsibility for domestic pet animals lies within the sphere of responsibility of Government departments.

Sunt din Petrila , am asistat la scene din astea. Ii prindeau cu sbiltul si ii sugrumau in timp ce animalele se zbateau si urlau ingrozitor.La Petrosani au inventat un fel de cleste din metal in forma de X cu capetele arcuite cu care ii inhata de gat . Pe strada. Fara jena.Oamenii striga , protesteaza, insulta, hingherii isi vad de “munca” lor ba uneori raspund cu mare obraznicie. Asta se petrece pe strazi in vazul tuturor. Ganditi-va ce se intampla mai departe, Sunt varate in saci su AU NOROC DACA SUNT UCISE PE LOC! Altfel sunt duse in Lonea, in cladirile dezafectate din incinta Edilserv, lasate acolo sa rabde foamea si setea pana vine un veterinar. Serul letal costa prea mult, li se fac doze insuficiente care ii lasa chinuindu-se zile in sir. Sau metoda radicala adica o injectie cu otet in inima.Daca veterinarul nu are timp sa vina saptamanal executia cainilor se amana.Intre timp devin suparatori. Asa ca se gaseste cate un descreierat de lucrator de la salubritate care pune mana pe topor si rezolva totul in 5 minute. Caz concret, petrecut cu 4 -5 ani in urma .Respectivul se numea Bologh.Se zice ca binele si raul pe care il facem se intorc asupra noastra. Cat ne e de bine in Valea Jiului stim cu totii."

Yet the stray dogs management is to be regulated by a contradictory law, a huge step back by which the sanitary veterinarian authority ANSVSA reintroduces the killing of stray animals.
The project that passed the Senate is backed by all animal organizations.
The decision-making body in this respect is the Chamber of Deputies.
The project approved by the Senate provides that the stray dogs and cats shall be neutered and put up for adoption before they are let back on the streets.
It also stipulates that the puppies and kittens by 5 months of age that cannot survive in the community will remain in the public shelters
YET THE ANSVSA: continues to promote the killing of strays...
Yes, because there are some money involved...write on the paper : euthanised this number of dogs....yet, they are brutally beaten to death, electrocuted...this is FREE...
The national sanitary veterinarian authority is asking that
- the dogs under 1 month of age and those that are not claimed, adopted or returned under protectors' responsibility to be euthanized after 5 days of impounding.
- the large size animals: horses, other equines abandoned or seized to be slaughtered if not adopted or claimed 5 days after their confinement into boarding stables /shelters
And we know how the municipal pounds really are : death camps...( no food nor water for those few days left to live)
And we also know the kind of "euthanasia" done in those pounds...( electrocution, beating to death, injected with water or vinegar in the heart..poisoned or shoot )
And we also know that healthy animals are killed without mercy...
The sanitary veterinarian authority solely agrees on releasing the dogs back on street if a so called 'protector of zone' takes the responsibility in writing to ensure the dogs food, water, medical care. Until sterilization the animals live on the streets on their own, in nobody's official care; why should that be imposed or conditioned afterward? The experience proves that this provision, far from helping the animals, is a door open to abuses on animals and their 'protectors'.
Since 2001, the killing dog pounds of Romania, the atrocities and continuous abuses on stray animals by dogcatchers and authorities have become public knowledge and gained a bad notoriety.
In October 2007, Roberto Bennati, vice-president of the Italian anti-vivisection league called Romania the "black sheep of Europe as regards the animal protection": 'Since eastern countries like Romania entered the European Union, illegal puppy trade has been reaching France, Italy and Germany. It's a phenomenon which is difficult to assess. Some data indicates that more than 10 millions of euros were made in traffic in 2006 alone. We also want to let everybody know, that the basic human rights, as stipulated in The Universal Declaration of Human Rights are constantly violated by many mayors in Romania. Discrimination against animals protectors has become so obvious that these people who try to do good have become a mocked and harassed MINORITY...People are not allowed to have pets in their apartments without the written approval of ALL the tenants from THAT BUILDING...( Municipal orders in Cluj, Arad, Reghin, Targu-Mures...and on and on and on...)
And it is very strange that the College of Veterinarians never revoked the license of any of its veterinarians who where under investigation for the illegal killing of healthy animals...Well, the President himself is a breeder, (Dr.Liviu Harbuz) the Vicepresident is an International judge for Dog show AND vice-president of the Romanian Association of Hunters...no hunter has ever been charged for the torture or killing of strays...NEVER...
And the ANSVSA..of course...their veterinarians kills dogs with impunity....many veterinarians have their own kennels...
It is so very obvious that the adoptions of strays will damage some personal businesses...And the A.Ch.R....where people register their dogs ( regardless of breed or no breed ) is almost totally against strays...no-pure breed dogs are considered PESTS...and many members have called the dog catchers them selves....they HATE the no-pure-breed dogs, yet lots of money go in their coffers from fees paid by ordinary people who have ordinary dogs...and also, many problems with thousands of puppies flooding the pet stores in Western Europe..

How is it possible that the local authorities has banned the Association for the Protection of Animals from the city of ONESTI " PASI IN DOI "to enter the premises of the so-called municipal shelter...??? It is obvious that crimes are covered up....and this attitude is despicable...

The Prefect of VALCEA ( who is a jurist-lawyer) decided ti "interpret" in his own criminal way, the Law for the protection of animals in Romania, which STIPULATES...No healthy animals will be killed :stray will be spayed/neutered and released in the same territory where they lived before.Now it says :STRAYS = no owner...now Mr.prefect of death came up with the idea that even if the animals are spayed neutered and released they are ABANDONED...so they should be killed...abandoned by WHO??? under the existing Romanian law, strays spayed/neutered and returned on their territory are called Community Dogs...and have a marking on their ear precisely to be recognized by people and Dog Catchers and be left alone...now this criminal wants to break the law "legally through his own interpretation" and kill the dogs.
I have to tell you that the association for the protection of animals in Ramnicul Valcea has asked for centuries for a shelter for the strays...nothing has been done because the authorities DO NOT WANT TO IMPLEMENT THE LAW...and we have the entire meeting at the regional council and city hall of Ramnicul Valcea taped.

Sunt din Petrila , am asistat la scene din astea. Ii prindeau cu sbiltul si ii sugrumau in timp ce animalele se zbateau si urlau ingrozitor.La Petrosani au inventat un fel de cleste din metal in forma de X cu capetele arcuite cu care ii inhata de gat . Pe strada. Fara jena.Oamenii striga , protesteaza, insulta, hingherii isi vad de “munca” lor ba uneori raspund cu mare obraznicie. Asta se petrece pe strazi in vazul tuturor. Ganditi-va ce se intampla mai departe, Sunt varate in saci su AU NOROC DACA SUNT UCISE PE LOC! Altfel sunt duse in Lonea, in cladirile dezafectate din incinta Edilserv, lasate acolo sa rabde foamea si setea pana vine un veterinar. Serul letal costa prea mult, li se fac doze insuficiente care ii lasa chinuindu-se zile in sir. Sau metoda radicala adica o injectie cu otet in inima.Daca veterinarul nu are timp sa vina saptamanal executia cainilor se amana.Intre timp devin suparatori. Asa ca se gaseste cate un descreierat de lucrator de la salubritate care pune mana pe topor si rezolva totul in 5 minute. Caz concret, petrecut cu 4 -5 ani in urma .Respectivul se numea Bologh.Se zice ca binele si raul pe care il facem se intorc asupra noastra. Cat ne e de bine in Valea Jiului stim cu totii."

What is going on in Romania is SHAMEFUL for the entire Europe...We are determined to boycott Romania's Tourism and Romanian Products until the massacre of animals stops, all perpetrators ( regardless of their political, social, administrative status are HELD RESPONSIBLE AND PUNISHED FOR THEIR CRIMES.
Romania is the HELL IN EUROPE for the animals and the PARADISE for animals killers, drug traffickers, dog breeders who sell thousands of puppies in the West Europe with not very proper documents, as shown recently in France...for tyrants and animals haters...
Please take all the necessary measures to impose the Romanian Government to STOP the massacre of strays and PUNISH all the criminals, including the Police officers who covered up many crimes...
